Houses of Worship: Behavioral Threat Assessment and Management Within a Mature Safety and Security Model

Description: Events in recent years have shown that places of worship can be quite vulnerable to extreme violence. The worst mass shooting in Texas history was at a church in 2017.  Mosques, temples, synagogues, churches, and other places of worship pose a unique environment for preventing and mitigating violence. Open-door policies, community programs, volunteer staff, and relaxed security measures are some characteristics that can make it so exigent. This session unpacks how to prevent violence in houses of worship, addressing the challenges threat assessors face in this multifaceted environment, and outlining the components needed for a mature violence prevention program.

Randy Spivey, CEO & Founder at Center for Personal Protection and Safety, Inc.

Randy Spivey is the CEO and Founder of the Center for Personal Protection and Safety (CPPS). He is recognized as a leading expert in the field of preventing and responding to violence in the workplace, schools, and Houses of Worship. CPPS programs have been utilized by over 50 percent of Fortune 100 corporations, over 1600 colleges and universities and many of the largest non-profit/charitable organizations across the globe.
Since forming CPPS, Randy and his organization have trained over 10 million individuals in Best Practices related to their personal safety and resilience including: Situational Awareness, Workplace Violence Prevention, Active Shooter Response, Travel Safety and Security, and Kidnap Survival.
Prior to forming CPPS, Randy served as a Department of Defense executive. In that capacity, he managed and provided oversight to all Hostage Survival training programs in the Department of Defense and provided direct instruction to elite U.S. military units including Delta Force and Seal Team Six.
In 2020, Randy was appointed to the Department of Homeland Security Faith-Based Security Advisory Council. In this capacity, Randy serves as an Advisor to the Executive Office of the President and Department of Homeland Security in areas related to improving the safety and security of Houses of Worship across the U.S.
Randy has worked directly with many national-level media organizations to include: The Wall Street Journal, ABC World News Tonight, CNN, Fox News, MSNBC, the Associated Press, the History Channel, USA Today and the New York Times.
Randy has a Bachelor of Science Degree in International Relations from the United States Air Force Academy, Colorado and a Master of Science Degree in Counseling and Human Resource Development from South Dakota State University.

Dave Benson, Senior Advisor, Global Operations & Threat Mitigation at Center for Personal Protection and Safety, Inc

Dave Benson is an accomplished security professional with over 40 years of Public and Private Sector expertise in the areas of Security Management, Protective Operations, Travel Security, Contingency Planning and Vulnerability/Risk Assessment & Mitigation.

Dave had an acclaimed career with the U.S. Department of State, Bureau of Diplomatic Security (DS) as a Senior Special Agent. In his last position with the Department of State, Dave served as Director of the Diplomatic Security Training Center in Washington DC where he was responsible for all Security, Engineering, Law Enforcement training within the Bureau of Diplomatic Security. In addition, Dave was responsible for the coordination and delivery of Travel Security Training for the Foreign Affairs Community.

Prior to his government service, Dave served in various management positions for Walt Disney World Security, in Orlando, Florida.
Dave’s other career highlights include: Protective Security for numerous Secretaries of State & Foreign Dignitaries: overseas assignments in Egypt, Sri Lanka, Finland, and Bangladesh; and oversight of the DS planning and coordination for the 1996 Olympic Games in Atlanta.

In addition to developing and delivering various training solutions for CPPS--such as Workplace Violence Prevention, Self Defense, Executive Protection, Threat Assessment and Management Team training--Dave spends an increasing amount of his time managing the CPPS Threat Management Advisory Team (TMAT), Workplace Violence Prevention Program Review and other High-Level Consulting Programs.

Dave is a member in good standing with The Association of Threat Assessment Professionals (ATAP), a Certified Threat Manager (CTM) and serves as the President of the Florida ATAP Board of Directors.
Dave frequently provides expert commentary for various Media groups, such as the Associated Press, Fox News, Spectrum News and BBC.

Dan Graeber, Vice President - Faith Based Initiatives at Center for Personal Protection and Safety, Inc.

Dan is a native Texan with a passion to help protect houses of worship and faith based organizations. Dan has over 30 years of experience in Training and Management. He has traveled 48 states and 25 countries training key personnel and other trainers on everything from visual technologies to personal defense. Having a diverse background in threat identification from personal to electronic surveillance he helps organizations identify best practices for keeping safe and secure. 


Dan has held positions as a Regional Sales Manager, Applications Engineer, General Manager, and Worldwide Training Manager. He has a unique approach to helping individuals feel valued and safe in their positions.


Dan is a seasoned professional trainer in two very different industries. He has written trend setting curriculum in both industries. He continually refines methods of communicating key strategies to diverse demographics of students. He is a Master Instructor and Trainer of Trainers in the firearms industry having vetted over 1100 Instructor candidates for over 3400 certifications in basic to intermediate teaching. Dan is also a licensed Security Consultant and certifies Executive Protection officers and Uniformed Security. Dan spent many years as an Applications Engineer and Technical Trainer from the Visual Electronics/Systems Integration industry.

Jake Newton, Vice President, Security Solutions at CPPS, Inc.

Jake Newton is a devoted security and crisis management professional with 14 years of experience, specializing in training and curriculum development, high-risk emergency planning, consultative business development, and crisis survival.

Jake joined CPPS in 2014 after distinguished service in the U.S. Air Force as a Survival, Evasion, Resistance, and Escape (SERE) Specialist. During his tenure, Jake prepared thousands of US Government personnel identified as high-risk for potential crises in austere environments globally; Jake led multinational combat search and rescue and mass casualty exercises and held an instrumental role in re-writing the Air Force Combat Survival Course curriculum—responsible for training 20,000 annually.

Jake has trained thousands of individuals for many of the largest organizations across the United States in topics like violence prevention, active assailant survival, hostage survival, de-escalation, and situational awareness.  Jake has also consulted with many organizations, particularly fortune 500, supporting comprehensive violence prevention and intervention, and travel risk management program development.

As a volunteer, Jake serves as the head of Ministry Security for a faith-based organization in Spokane, WA, where he is responsible for the safety and security of over 800 weekly congregants.

Jake earned his Bachelor of Science in Business, Education and Health Sciences through Liberty University and a Master of Arts in Global Security from Arizona State University. Jake is also a member of the FBI National Citizens Academy Alumni Association.
